Governing Board
The setting up of a Governing Board is to advise on the strategy and actions to be adopted by the RCE. The Governing Board would, in its capacity as an Advisory Board, oversee the operations of the RCE and ensure that it delivers tailor-made capacity building programmes for financial services regulators in the Southern and Eastern African regions.

Mr Harvesh Seegolam is the Governor of BOM since 1 March 2020. He was appointed Chairperson of the Governing Board of the RCE on 10 October 2020.

Mr Mardayah Kona Yerukunondu is the First Deputy Governor of BOM since 24 February 2020. He was appointed member of the Governing Board of the RCE on 10 October 2020.

Mr Prakash Seewoosunkur is the Officer-In-Charge of FSC since 23 March 2024. He was appointed member of the Governing Board of the RCE on May 2024.

Mrs Hemlata Sadhna Sewraj-Gopal is the Second Deputy Governor of BOM since 1 March 2020. She was appointed member of the Governing Board of the RCE on 10 October 2020.

Ms Pauline Charazac joined BOM since 2020. She was appointed member of the Governing Board of the RCE on 10 October 2020.

Ms Loretta Joseph was appointed member of the Governing Board of the RCE on 10 October 2020.

Dr Carmine DI NOIA
Director for Financial and Enterprise Affairs, OECD
Dr Carmine Di Noia was appointed Director of the OECD’s Directorate for Financial and Enterprise Affairs in February 2022, where he leads the OECD’s standard setting and policy work on a wide range of capital and financial market and business policy issues.
Mr Oliver GARRETT-JONES
Analyst and programme lead, OECD
Mr Oliver Garrett-Jones joined the OECD’s Directorate for Financial and Enterprise Affairs in March 2018, and currently serves as a financial markets analyst and programme lead on several bilateral projects. He was appointed in an advisory role to the Governing Board of the RCE on 10 October 2020.

Mr Greg Medcraft is the Director of the OECD’s Directorate for Financial and Enterprise Affairs since November 2017. He was appointed member of the Governing Board of the RCE on 10 October 2020.
